To generate Public Value in contexts characterized by social, economic, environmental and/or health polycrises, but also organizational and professional ones, the integration of the programming implemented through the Integrated Plan of Activities and Organization (PIAO) becomes essential for Public Administrations (PA). The paper evaluated, through documentary analysis, the level of Public Value Integration (PVI) and the presence of enabling conditions of 4 PAs identified in previous studies as good practices for each of the 4 main sectors of the CCNL. The analysis of the data shows that similar levels of integration can correspond to different compositions of enabling conditions and different levels of sharing of integrated planning processes between PA and Stakeholders.
