The article examines Puglia’s position in the context of the European “development trap” and introduces #mareAsinistra, a regional strategy designed to attract and nurture talent. This strategy is structured around five action lines: three operational (people, businesses, brand) and two supportive (networking, management). The methodology employed entails the development of an integrated planning process that, through a multidisciplinary approach, combines socio-demographic and economic analyses to comprehend the phenomenon of talent outflow. The objective is to establish local partnerships that facilitate multilevel governance, optimize decision-making processes, and promote sustainable and inclusive territorial development.
