The Torture Prevention System in Europe is based on the joint action of three independent bodies, working at three different levels of protection, namely the SPT (general international law), the CPT (regional international law) and NPMs (national law). The objective of this essay is to attempt to understand whether, and how, this multilevel system of prevention has contributed to the fight against torture in Europe, what are the critical issues related to the coexistence of the three different institutions, and whether it is possible to outline some possible solutions to facilitate the harmonisation of their action and the effectiveness of the protection of torture victims in the future.

Abstract

The Torture Prevention System in Europe is based on the joint action of three independent bodies, working at three different levels of protection, namely the SPT (general international law), the CPT (regional international law) and NPMs (national law). The objective of this essay is to attempt to understand whether, and how, this multilevel system of prevention has contributed to the fight against torture in Europe, what are the critical issues related to the coexistence of the three different institutions, and whether it is possible to outline some possible solutions to facilitate the harmonisation of their action and the effectiveness of the protection of torture victims in the future.
