The effects of the Covid-19 have highlighted the need to implement short, medium and long-term intervention strategies that must adapt to the primary needs of citizens and the all of thos who operate in the health production system. The citizens, therefore, are the recipients of the institutional intervention, the health workers occupy the difficult role of connection between the public institutions and the citizens themselves and, finally, the representatives of the institutions have the fundamental role of being the promoters of the policies to safeguard the national interest. It therefore represents the need, in this broad and complex debate, to count a new national socio-technical domain, in consideration of the intellectual capital involved on the issue of emergencies/pandemics and, at the same time understand, how the definition of this domain can flexible healthcare management according to a joint multilevel approach of the joint optimization type.
