In Latin America’s countries is undergoing a strong process of investment into education system. Some Countries, such as Brazil and Ecuador, using to play on improve the quality of universities, expanding the possibilities of access for all, starting training of teachers. Another important point is the strategic choice to promote and expand the education at democracy. The perspective of democracy is to promote cooperation, sensitivity for each other person, solidarity: this perspective intends to guarantee for each citizen – man and woman – the right opportunity of life, freedom and research of the happiness. To realize this perspective, countries – with the education system – must design and improve environment of life in which citizens are formed to the capabilities for social functioning and sustainability. In Countries wishing to set up policies for sustainable development, the universities are involved to define new curricula. In this perspective, the universities — through research and cooperation with European countries — want to start new phase of innovation, able to educate human talents. Another new perspective is the definition of education as a «social public good» and the specific role of universities to improve it.

Abstract
