Perché un diritto internazionale delle emergenze?

This introduction argues for the need to develop an international law of emergencies as a coherent framework for addressing contemporary global crises. Emergencies are understood not only as sudden events, but also as structural, systemic and hybrid phenomena, including armed conflicts, terrorism, migration, climate change, gender-based violence, pandemics, poverty and artificial intelligence. The chapter highlights how such crises intensify vulnerabilities and may generate serious human rights violations. It therefore proposes a human rights-based and intersectional approach, grounded in international solidarity and cooperation, as the basis for rethinking the role of international law in the governance of contemporary emergencies.
