Moreover, this happened precisely when the Council of the Union was going to approve the Multiannual Financial Framework 2021-2027. The huge investment plan called Next-generation EU was, moreover, adopted as a package deal also with a new Own Resources Decision. These new acts are likely to have a significant impact on the European economic constitution, i.e. over the interpretation of the economic goals and policies as listed in Articles 2 and 3 of the TEU.
