This study is devoted to discussing the advantages of competition and the need for the introduction of an effective competition policy in transition countries and, in particular, in Albania. A discussion concerning market reforms in Albania is presented and the ways in which competition law is being enforced are outlined. By underlying the specific aspects of a transition economy and relying on concepts and methods of economic analysis, this study highlights the conditions required for the implementation of a successful fight against cartels which is claimed to be included in the priorities of the antitrust agenda in these countries. Leniency Programs, as measures strongly focused on firm incentives and allowing for significant cost reductions, are suggested to have a potential for successful cartel prosecution when governments have budget constrains, and for this reason their enforcement represents an auspicious objective for Albania and other transition countries.
