Quota system (Proporz, proporzionale) is considered one of the main instruments of autonomy in South Tyrol. It is based on the census and it is allocates public jobs and public goods according to the proportion of the three groups which make up South Tyrol (Italians, Germans, Ladins). The system has helped the living together of those components and can be considered a kind of affirmative action. The system is very rigid on the other hand, and it does not help the evolution of the relations between the linguistic groups. Another controversial factor is the increasing numbers of foreigners who will become Italian citizens (at least their children), complicating the system: they have to choose the affiliation to one group of the three considered. The quota system has been basically declared constitutional by the Italian Constitutional Court, with some minors specifications. The EU law seems indifferent to it, and this reflects the policy on minority issue, which is basically "blind" (but there is an increasing policy on Roma which is evolving and maybe will make the situation change).
